The above observatione represent the result of unofficial communication with the Ministry of Shipping.

Sir L. Worthington Evans is inolined to the view that so long as there is any prospect of any Japanese cargo space being employed for the carriage of cargo to France and Italy it would be more consonant with Allied interests generally to take steps to place such cargo space at the disposal of shippers to Allied countries than to give facilities to British shippers in the East to ship goods to neutral countries.
